City Council covering Potholes with Sand instead of Tar

Covering  potholes  with  sand   has  become  very common  in  most  roads  as the  City Council  claims  not  to  have  sufficient  funds  to  use  tar  instead.
 The  problem  is that  during  the  rainy  season the  sand becomes  almost  useless  when  it  is  washed  away  by  the  rain.
 This  is  when  they  have  to  start  over  again  and  use  the  same  sand  to  cover  these  potholes. This  then  means  that  the  sand  is  washed  away  over  and  over  again.
My  concern  is  that  the  City  Council  should  try  to  fix  this  problem  once  and  for  all, than  to  make  a  problem   recur  all  the  time. Come  to  think  of  it,  it  is  better   to suffer  once  and  use  the  expensive  tar, because it  can  never  be  washed  away.
Most  roads  that  used  to  be  beautiful  are  now  ugly  as they  now  look  like  dust roads. Is  it  fair  for  the City  Council  to  destroy  roads  like  this???
